Google will find your forum eventually so there isn't really a need to submit it.

I beg to differ I believe every search engine requires you to submit your site other wise they just skip over it or won't even bother viewing your site.

I beg to differ as well.

Google doesn't require you to submit a site at all. I recently opene another website, without any promotion or advertising and it was on Google within a day.
