Hi, I am starting a new SEO community forum. I know right? Just what the web needs is another seo forum. But I want to start one with a twist. I want the users to determine the forum, the forums within, the direction, etc.

Why start advertising when you have nothing set up, and no forums? Just the default first forum..

I think the point is he/she wants new members to dictate everything, the forum descriptions, sub forums, etc.
