In my personal opinion, you should make them earn it, and prove they are trustworthy. If you let someone buy a staff spot, who knows what harm they can do. I honestly feel that letting people buy a staff spot is insulting to those people who earn that spot.

I agree with Tim and that it would undermine the whole purpose of people who work hard on your forum.

As to your second question, I think it would be fair if everyone paid for it or it came as a deal from say a premium membership.
