Should a University still call a course Web Design if it does not have direct Web Lessons?

Should a University still call a course Web Design if it does not have direct Web Lessons?
Recently I have been growing concerned over the fact that a Web Design course at a local University is not actively teaching students Web in class rather the graphic design aspect of design. There are issues which I will not address here but should it be allowed to still call the degree Web Design if the students are not receiving tuition from a coding teacher?

My opinion is no, and I am shocked that Web is treated like a secondary to Graphic design. I would like to know your thoughts?
 
If students aren't being taught about how webpages are made or how they are designed then it's obviously a scam.

I would go for CS if I were them.
