Should Animal Cruelty Crimes Have Harsher Penalties?

Seeing things like puppies thrown into a running river make me think, "Don't we have laws against this stuff?"

It's really hard to say. AFAIK, animal cruelty laws only go so far. I mean the law treats an animal's life for less than a human's. :| After all, if you deliberately kill a person, you can theoretically go to gaol for 20+ years, but deliberately killing an animal may get you a fine and perhaps imprisonment for nothing longer than three years.

It's kinda sickening, if you think about it. 🙁

So, do you think the penalties should be harsher? Should it be closer to the laws against killing other humans? Why do you think this?
