Should e-scooters be legal?

E-scooters, also known as electric scooters can go a top speed of 15mph unless they are un restricted. In the UK, it's legal to own one but you can't use it on the roads or pavements so it's pretty much illegal all together. Thoughts?
 
Even though I've never used one yet have mocked them frequently, I support them as a viable transportation option. They are definitely useful in the cities, but if tossed aside like trash once the user reaches their destination, it should be treated the same as littering in my opinion. Seeing piles of these things dumped alongside the road is quite an eyesore.
 
We don't have them near me but I can see why they wouldn't be allowed on main roads since at 15 mph they slow down traffic. If there are bike lanes then that should be fine as long as the drivers realize how dangerous it would be to crash into a cyclist and in my opinion should give the cyclist the right of way.

I completely agree. Any form of transport, should be legal as long as it’s regulated by government to ensure safety of its citizens. Although, our local police have released this message to the public:

That was interesting! I live rural on a dirt road so we don't have those here. This is a difficult dilemma. I don't know if I'd like them on sidewalks where people walk & bike on. Some people who walk, just go out for a stroll & if we didn't have cell phones & people looking down constantly, it may be safer to have ALL forms (walk, bike, scooter) on the one path. But I honestly don't see that happening.
