Should Emissions Testing be Required?

A lot of states in the US require emissions testing for vehicles...but there are some that are exempt (I think school buses? which are big creators of icky exhaust, but oh well). Should emissions testing be required? Should it be required for all vehicles of all ages?

A lot of areas around here are dropping the testing. I believe it has been found to be fairly ineffective at achieving anything as bypassing emission devices on modern cars is quite difficult and fooling the test is quite easy for those that do.

It's required here (Belgium, Europe). They are discussing a new method of doing so, but it's a requirement.

Required in urban areas in my state but you’re not required to register car at you main address
