I have a forum database with over 4,000 posts. Do you think I should use it to kick start my new forum or no?

Yeah it's a good way to kick start it really.

Means you haven't got to spend hours generating discussions that are generic.

Yeah... 😛 Sounds weird but sometimes it takes a new forum to spark new ideas.
 
How can closing down a forum, installing a new forum give you newer ideas? Why couldn't you just implement he ideas into the forum instead off closing it?
 
I think you should continue using your old database!
Owing to you don't have to spend your time on the new post.
And if you have a new idea, just added it in your old forum.
That's all what I can say.
 
I think you should, but make sure you email those previous members so you can boost activity back to a good rate.
