Should your affiliate program only be for current customers?

One of the things that I have noticed about big companies is how they will often restrict the affiliate program to just current (subscribed/paying) customers, rather than allowing just anyone to represent the company. And, I think this strategy would more likely work for getting affiliate sales. After all, a loyal customer is more likely to sell your product more enthusiastically to his friends than someone who has never tried it out.

What strategy works best for your site affiliate program? Do you let only customers become affiliates or do you welcome everyone into your affiliate program?

A sale via an affiliate is a sale via an affiliate. I don't see that it matters whether that person is a customer or not, unless there is some kind of prohibiting overhead to giving someone an affiliate account.
