Snobs - How much is justified?

I think the bad states will improve with an influx of educated outsiders. Note, not being racist here. They could be any race. Anyway, though, I do believe in having a heart for the poor, but unless their problems are fixed, they don't add value to an area.

I don't like snobs. Nonetheless, I have to admit a place full of snobs is normally better. However, though, there could be holes in this argument. Well, someone I guess could joke snobs will have their fix in hell. Oh, well, I won't go there! Anyway, not all snobs are totally evil. They're just people that for some reason avoided bad crowds, natural disasters, or anything else that had doomed so much of the population to vulgarity, crime, and poverty.
 
Well, to be fair, if you're highly educated and have the opportunity to go where you please, then you probably won't want to live in a really horrible place.
If you do, then your status quo is probably different from that of the people living there and you'll put up with a lot less than they do, possibly leading to change being enacted.

Would you want to live in a bad place with high crime rates, low chances of getting a job, an incompetent government which gets in your way at every step, etc.?

Well, that's the usual logic behind leaving, of course! But anyhow, the brain drain and destruction to "left behind" communities is beyond imagination. However, though, everyone latching on to this thinking isn't good. Racists, in fact, like to bring this up to smear the Civil Rights movement, claiming the more educated simply left poor areas - causing them to rot worse.
