If I download phpbb2, can I transfer my forums passwords, members, posts?
and from phpbb2 to phpbb3 can I transfer all my forumpasswords, members, posts?

Depends what you're converting from.

If your currently IPB 1.3 host allows backups you will be able to download it and convert to phpBB.

After you download phpBB3 on ur computer lets say, you need to grab that SQL file (the database file) that has all the members, posts, ect. stored. The information needed is not in the files that come with the program, but what is made on the database. So, depending on you host and if you have myPhpAdmin, you can download this file and then you would need to whip your database clear, install the new phpBB3 and depending on the difficulty of the conversation, input the database information.
