Social reforms

Social reforms are weighed by the political benefit they bring these days. Do you think that such a outlook is hindering our nations? Or are you of the view that ever reform should be weighed politically because it is ultimately the political establishment that will seek to implement the reforms?
 
I think now the world is headed toward a crash, with the top of the prosperity cycle being in the late 90s.

Social reforms are weighed by the political benefit they bring these days.

Giving people programs is becoming less economically sound these days and it encounters resentment from the majority, the people with no disabilities or other disadvantages. It's because the economy isn't at a peak - so many cannot get good jobs, educated or not. Also, if it gets worse, a nightmare scenario of basic benefits being cut might be the only option.
