That makes no sense whatsoever...

There is no such thing as SQL cPanel. :S Unless of course you mean cPanel which allows MySQL database...

In that case, it depends who your web host is, most host now days allow MySQL.

Also, if you mean where you execute SQ queries, it is in phpMyAdmin.

Yes, Mysql databases option is listed in cPanel and phpMyadmin is listed in Mysql databases option. So, you can use it to manage databases.

You want a cPanel that has MySQL I assume? Simply go to most cpanel hosts and they should have mysql.
