I have a staff member that is still currently under training group. And it's a group for getting to know who I'm dealing with. Recently he posted a topic talking about the community rules that's linked to the page that I am still working on. And I don't know what to think about this.

He went ahead without the appropriate permissions from a higher rank. I was shocked to see this. I don't know what to think and what would you guys though about this? Yes this guy support by added some rules which he sent it to me and I edited to fit the website based.
 
Well, what was in the topic? Was the topic posted where everyone can see? What did the topic consist of? Honestly, I have no idea what you are asking us to think about because it doesn't sound at all wrong or out of place the way you've explained it. He went ahead with what without the appropriate rank? Last time I checked, forums were for making topics and creating discussions. Therefore, I don't think that's wrong. I think you should specify why or what the problem is as this is confusing.
