for the stars you can try one trick that i use when the icons come with rough edges.
make a duplicate layer of the star and on the lower layer give a gaussian blur (in this case let it be 2,2)
that will make a illusion to hide the roughness upto some extent.
for the text the colors needs to be more bright and saturated.
also if you will add a inner shadow of choke -1 size 2(you will have to experiment a bit here.) and offset - 0 then the text will give a engraved look which i think will suit these ranks much more.
I know you didn't ask MY opinion, but looks much better. I raise my rating to 7.5/10.
The only thing I'll have a stab at with it. The very top right corner of the rank. The blur sorta went past the dimensions, and so it looks a bit choppy. 😉
1) you need to scale down the star a bit as it is being cut at edges.
2) the text is going too thin in my opinion, and there is a little scope of making it a bit bigger let's say by 2pt.
Inner shadow i guess won't work out here because of small size but it works on bigger ones (just for future reference if you have trouble in text try inner shadow as it make the text look apart from bg 🙂 )
star is ok but i have also run out of ideas for font. however the color of font still has some concern in my opinion it should be much bright and saturated.
