Start threads or post replies?

On forums, do you tend to start threads & have your main focus be on creating new ones or do you focus more on replying to what’s already going on?
On my forum, I start threads but also try to keep discussions going by replying as well. Sometimes open-ended questions can jumpstart a new conversation.
On other forums, I only start new threads if I see they need a bit of help. Otherwise, I focus mostly on replying.
 
I try to reply to topics already made by answering but ending with some kind of question to increase discussion and engagement.

I also make sure each main niche section has a new topic in it each day.

I think if theres a bunch of threads with only 3 replies it makes me seem like people are just trying to artificially inflate the forum and it looks a bit gauche to me. There needs to be a healthy ratio, so replies (GOOD replies in on topic boards, not just spamming the offtopic areas) are the best.
 
A topic title is important and decent amount of replies too necessarily.
 
AS an admin I try to create threads because I want my threads to provide enough information on the topic. if you let members to create topics, most of the time these topics will show lazy writing.
 
Most of the time I tend to spend more time posting replies to threads rather than making them unless I feel I have a thread idea that hasn't already been posted and I feel would be beneficial to the forum and good for discussion. On my own forums, I tend to try and come up with new threads if I can to keep new activity and new discussions going but I am more of a post reply than a thread starter in most cases.
 
If I go to someone's forum and see that they don't have many threads, I'll create some new ones. If there are a lot of threads and activity, then mostly I'll just post in the existing ones.
 
I start threads when I see that a forum is a little empty and needs a little boost. I'll reply to threads in active parts of the forum.
