State Trooper - Higbee

Okay, I'm sure that many or most of you have heard about the State Trooper incident concerning Trooper Higbee. Higbee is being charged with Vehicular Homicide when in pursuit he accidentally overlooked a stop sign and hit a car, killing both people inside.

I personally believe it was an incident accident where the trooper was focused on stopping the speeder he was pursuing, and he overlooked the sign and the time he noticed the sign, he was 2 seconds away from the stop sign, as it was over a hill.
 
Well, not much information was given in the article about the pursuit. For example, if he had his siren and lights turned on. If they were, however, I feel he was wronged in the charges. He was doing his job and the two girls were not paying attention. My father was in a similar accident. He was en route to a medical emergency in an ambulance, with lights and siren on. An elderly couple pulled out of a side street in front of him and the two cars collided. Both of the occupants in the car died, and it was determined to be there fault, not my dad's. I don't see why this should be any different.
