What are your thoughts on states doing redistricting? Each state has its own set of laws on how to handle this, do you think politicians are abiding by the laws?

The laws have changed over time.
What Texas is doing is BS, and that's coming from a long voting Republican. Congress needs to address this by requiring redistricting within the year after a census is performed.

Do you think there could be exceptions for when states' populations drastically change in a short amount of time?

No. If they want to do that, then they need to change the period of the census.
What they are doing now is just trying to game the system. It's like certain politicians trying to say that illegals should not be counted in the census, only legal residents. Strangely, for a party that claims to be "Pro Constitution" that party seems to not understand the requirement of the 14th amendment’s “whole number of persons” provision. It does not state "legal residents", but persons.

I feel like the states are behaving like their own separate country with their border laws. I honestly think all laws should be the same in every single state.

For some things I agree we should have the same laws, but I can't imagine having the same laws that California has. They're just crazy.
