How do you get a full steam account? Do you just need to purchase 0.07 game to get it?

I have not brought a game on the account online. However, I add a couple of retail game brought in stores.

That restriction is for using the community market. It has no bearing on your ability to buy steam games. Buy a game from steam and that restriction will then be lifted.

I think buying any game would fix the issue. Just make sure it's a game, not DLC or something.

Just get some cheap game. There are a lot in steam. Use paypal, don't link your visa and you are good to go.
