Okay so my forum has become more inactive and well I need help getting it active again. Recruting has always been a problem since most people are to lazy to join. I plan on getting a domain soon. So can you guys give me any suggestions?

Try various forums which include promotion. Requests lots of services like Packages and Reviews. Make a basic promotion thread on every other none promotion forum you go on. Try and get the best out of promotion forums because if not your site won't reach it's full potential. 😉
You might not think promotion forums aren't that important but if you look carefully, active users here with forums get most of their traffic from this forum. 🙂
