targeting keywords phrases with quotations in Search ranking

I notice if you have commonly search phrases in your topics, titles, and paragraph you can rank high for some phrases when people use search engines to search for "quotation" marks like "advanced systemcare" , "temporary internet files", etc.

I don't get about 200 searches from Google visitors which use quotations in their search. It is not alot of searches, but it is better then not ranking high because your on the second page.

I notice the competition decreases in Google search once you use Quotations in search, or there is no competition in the search result for longer quotation phrases like "Microsoft cloud computing for senior citizens" and "Google cloud computing for senior citizens" has a message which say "No results found for "Google cloud computing for senior citizens"."

Would it be a good idea to try to target keyword rich phrases and categories which are wrapped in quotations due to lower competitiveness in the SERP?
