Okay first your using an extremely over used theme. Secondly, you need to give the forum some contest before. opening it. If you open a blank forum people won't want to join.
 
dude that skin is overused, + get members to post for you do a competition
 
I've said this before. You need something unique to make you that little bit better than all the other bazillion tech forums.
