You should be able to use any HTML editor to put it or hand code in Notepad.
I can also turn it into a:
Joomla, Drupal, Wordpress, CodeCharge, Sharepoint, or DotNetNuke theme if that is easier.


Or I can put all the content in for you for a small fee.
