I would like to have a forum that I would like to use so that I can learn all about phpbb(because I'm a noob) and I know you need a host. Are there any free hosts that will just let you have a test forum? Or is that against the rules?

Test forums shouldn't be against the rules I would have thought.
I think testing one would be best if you used a properly hosted one instead of a free host. Although if you need a forum to mess about with phpBB on send me a PM as I have a test forum you can use, although I'd need to set up permissions if you need ACP access.

There are plenty of hosting sites that will give you free hosting for basically anything that's not against their rules. But free hosts are not really highly reliable and they depend on donations.
I'd recommend using a paid host. You can get hosting for very cheap.
Two sites I know that cost only $1 for a month are the following:
FalconHost.net
UZRHosting.com
They both offer $1 month plans and will possibly allow you to have a test forum.
If you wish to pay around $2.95, that is the cheapest package I offer from my hosting, and you will be able to have a test board.
But, a free host I'm not too sure about. You could try 000webhost.com or zymic.com. I'm sure other members here know more free hosts.

I pay for my Alpha account so it's reliable. 🙂 It'll be free for a small amount of space but anymore needed will cost. You won't need anymore JUST for a test though.
