Yes they do have a good side now. I think they will win the premiership next year because chelsea havent really made any BIG signings whih they need to do. Liverpool signed torres but like all spanish players who come to the premiership he will probly be a flop
Chelsea have the problems of players being unhappy and not signing contracts (Lampard & Terry). Arsenal also have now lost Henry (their best player) and Arsene Wenger might be leaving at some point as well. Neither of them are in a good position to challenge Man U for the title.
