Personally I'd prefer not to use them. Google don't approve of people selling text links, based on their sites' PR. If you use this ad service, Google may penalise your search engine rankings.

That I don't know. Best to ask the company themselves that information because I'm not sure. I've never been able to get into Text-Link-Ads.com because I never had a PR4 blog. But, contact them. I'm sure they'll tell you what you need to know. Best of luck.
