First Impressions & Appearance - (Out of 20)
First thing I see is that nice looking dragon banner, which obviously fits well with the name of the site, and you have a description next to it, but one thing I have to comment on is the description is a little long, and honestly, if you just went to a site, would you want to spend the time reading the description? I know I wouldn't, you should make it something short and sweet, and catchy.
The rest of the homepage is nice, I notice my eyes going everywhere because you have all different colors everywhere, for usergroups and forum topics, etc, and it feels so vibrant.
I also like the poll down at the bottom, but maybe it should be on the sides, because most people don't scroll all the way down to the bottom.
Overall, you've got a nice appearance, it's a great skin, but work on those issues I pointed out.

Site Layout - (Out of 20)
First off, about the " Command Central " category, I think you should change that around a bit.
Having a whole board for Site Additions is unnecessary, you can put that stuff in the Announcements board, and for that suggestions area, you can make the bugs report forum a subforum of the Suggestions board, this way you have less board.
You should also have a central hub for introductions, make a board at that top area, in the Command Central, for people to just say hello, and introduce themselves.
I notice you have a ton of categories and boards, and judging by the huge amount of them , I suggest that you go ahead and try to cut down on them. Look at some of your boards, you have boards for each console, then a board for a genre of games, and they are low on posts. Try to cut it down drastically, convert it all into like " Console Game Discussion " and then another board for " Computer Game " etc. There's no sense in having a ton of boards everywhere when they have little post, because it makes the site look inactive.
I'm not quite getting this emulator area, and to be honest, I dont even know what an Emulator is, but it seems to be fine for you, and your boards there do OK, so no complains from me.

Statistics and Activity - (Out of 20)
Founded JUL 25 2009, today is October 13th, that's about 4~ months or so, 3 and a half maybe, and you have about 2500 posts, and 202 members, that's excellent, keep up the promoting and keep doing exchange, it is vital to a sites success!

Staff Moderation - (Out of 20)
Ok, you have 7 staff members, this is way too much.
Let's examine the admins first, one has only 12 posts, and the other ( I presume it's you ) has 500 posts, that's not right, if you have an Admin with 12 post. I would dismiss him immediately.
Then, one of your mods has 20 posts, which is no good.
Another has 300 posts, which is great.
Another has 21 posts, which as you can tell is no good.
And the last has 105 posts, which is good.
If you look at those numbers, theres inconsistant everywhere. Some of your staff are great , some are inactive and don't post. You need to take care of those inactive staff members, and dismiss them. You don't even need that many staff on such a new board.
