It is, but to be honest don't judge us by that, because I haven't even looked into doing anything with it at all yet (doesn't even have a domain). It's on my to-do list of course, but that's really getting long now, so I might not get around to actually opening it up and getting it going the way I should until after the launch of our promotion site, which is main priority right now.
Even so, we're also stuck in waiting right now. I'm waiting on a money transfer which is holding us back from getting the new hosting, the styles, and the domains ~confuse~

That's a tough one. By the end of the year we're looking at 3-4, maybe more maybe less depending on what we can actually handle. I have a feeling this promotion site is going to need a lot of attention, even if it's just keeping up with the services, so we might have to not open many others until it gets stable.
We need to re-open BlueHumor.org this fall, and we are looking at a file-sharing community, and an Entertainment Web-page (like MSNBC), but that's just talk until we buy the domain and start coding.
If you mean overall, like how many until we "stop" I don't think I'll ever be able to answer that to be honest, we'll create a new site whenever we feel the need or urge to, and then as some die out (because we know they will start to at some point) we can go with th fresh blood, keep things stable.

Somewhere between 5 and 8 would be my best guess, not that many of us. I want to keep the (GWN) team rather small, because we will need so much staff on sites like our promotion site.
We're always looking for people to join us and lend a hand, even if you can only advertise or other smaller tasks.
