The theme you have used for the forum looks quite nice to me, and is definitely the best part of your site. The design is nice and the colors are easy on the eye, everything is neat. However, although it is the strongest part of your site - it still is not perfect. I'm not sure about your logo at all, it isn't very attractive and doesn't seem to relate to technology and whilst the background of the city looks very pretty, it too does not relate to technology. Perhaps if you changed this, the site would look a bit nicer.

Post Activity
The activity on your forum is quite poor, when I first came onto the forum I looked at the dates that posts had been made. Majority of them were made back in November and only 4 of the latest posts timers had 'Today' on them. When I looked at the "Today's Top Posters" page, only three people had posted. You, posting 50% of today's posts with 3, One of your members posting 33.33% of posts with 2 and your Moderator posting 16.67% of today's posts with 1. These posting statistics are very poor, if I saw a forum that had only 6 posts in one day I'd close down the tab and never return. If you want to attract members, you need to make the forum look active, at least.
The Categories & Forums
To me, your categories and forums are not the best. You haven't thought to put your own twist on them and it just looks like the same old copied and pasted rubbish over and over again. I guess that the "Information" category and everything inside of it isn't the most important but you could still tweak it a little bit and maybe make it a little less boring. The same with the "General Discussions" category, it's not the most important but you can still change it up a little bit. I also think that your "General Discussions" category is a bit too big, it takes the eye away from the actual on-topic area and needs to be changed around and clumped up a bit more. The most important part is the actual on-topic area, "Tech Discussions". The name is too simple, too boring, along with the forums. If you're going to make a forum based on a genre that has been used a million times before, at least make it remotely unique, even the name is dull. It's too late to change the name, and I guess that it can be lived with, but you definitely need to make a change somewhere.
Final Remarks:
You have a very nice theme although it can still be improved upon. You have picked a genre that has been used a thousand times before - it will be difficult to get people to join your forum over other well established tech forums. You need to freshen up the forum, make it stand out, attract members with competitions and most of all, make your forum look active because right now, that place looks like a ghost town.
