Themes that Rip-Off Other Software

How about one that looks like IPB but it's XenForo? Anyway, it's not illegal or unethical that I'm aware of. Should it be?

Every software rips off every other software lol

And quite frankly, it's not unusual for theme designers to take inspiration from each other, as-long as they're not just lifting code or making an identical carbon copy.
