Third party site and staff evaluations, are kinda like reviews, but aimed towards giving feedback on everything from staff related items like staff performance and surveys, site performance on goals and hardware used (with recommendations on how to do better), potential staff training in certain fields needed (kinda goes with staff performance I guess), leadership succession identifiers, compliance checks for various things like staff compliance, forum rules consistency in moderation and law adherents, and other items to be reviewed to gauge how well things run and what needs to be improved.

I know forum reviews are generally done for stuff that can be seen as a guest or member, pending on how well of a review is done, and if it is targeted at something specific.

Have you ever paid someone to give you a complete review of everything (including back-end items and staff reviews), to see where things can be improved or done better?

I know I have wanted to offer services like the above, but I figured that most website owners wouldn't generally pay for a thorough review, and might not push forward to update things to match an in-depth review of that type.

I have never paid someone to evaluate my site, however, I have used free evaluation service, as well as evaluation service paid via forum credits. Evaluation can help if they come as constructive criticism.
