First Impressions & Appearance - (Out of 20)
Another promotion fporum on the scene. Which I can immediately tell you offer alot more than just regular promoting of websites and forum. You don't have a banner, just a default phpBB at the top which makes the design seem lazy. It's very off putting to not see a well thought up custom banner. Banners are one of the things that attract guests to dive deeper into your forum.
The skin and theme is obviously a premade template, and you didn't do much to customize it any diofferent from how it was listed. You even added the default banner, wihtout adding your own, which looks bad. Don't get me wrong, the skin is very nice; it just doesn' have anything personal added to make it look like it was tailor made for your forum.
And, again. You have decided to go with the themes default new/old post icons. These just look very lazy from a guests point of view. Plain colored blocks just doesn't get the job done, and doesn't say anything that this forum design has had any creative influences.
As i said, the skin and all looks good. But, I'd actually prefer grading the original designer, than your forum for it's look.

Site Layout - (Out of 20)
Your categories and boards are layed out nicely. The major problem I see, is there's way too many. Alot of new forums getting off the ground try to offer anything imaginable as a board discussion. This works when your forum has a huge active member base; but can go wrong when the forum is small and just starting.
Alot of new members, as well as, guests, will be overwhelmed with the amount of conten on the main page, and not even know where to begin. Try and slim down, maybe even combine some sections, and try and make use of sub-boards, as well. Less is sometimes better, plus it'll tidy up the index page, as well as make those combined boards into sub-boards look more active in the index page bopard heading.

Statistics and Activity - (Out of 20)
Promotion forums should be the most active of forums you see. Depending on how good the content is. As I have mentioned, the excessive boards will put members off from posting, and guests from joining and being active. You can't overload everything right away. Test some things as sub-boards, and see what works.
Your member count seems decent, but as i said, most ad forums boom their biggest in the opening days. Posts count is actually impressive, but could be so much more if you toned down on what you expect from your members.

Staff Moderation - (Out of 20)
It's obvious with a promotion forum, you need to be kinda over staffed. However, your forum is very under staffed. All except for Admins and Global mods on the forum. Seems everyone who applies wants the easy job. Might wanna see about getting some of those Global Mods to try and help with the actual services, so you can get those back online sometime soon.
Another thing that looks bad on your staff; is the new members board. It doesn't seem like there is much work to do, so one thing they should have no trouble keeping up with is WELCOMING very single new member to the forum. You have about 6-7 staff members, but only 1 or 2 of them actually welcoming new members.

There are alot of spelling, mostly grammar mistkaes throughout your forum; and I couldn't possibly list them all here. I'll list a few.

^^^ And that's just the first 4 boards of the forum. There are others, that when you read them out loud, just don't make sense, or the spelling mistakes are obvious.
Just take your time, look over them, get another staff member's opinion if you need help.

Final Remarks:
What was most liked about the website/forums:
Probably the skin, though it was a premade template, it had very nice colors, and seem to go perfect with the genre of the forum. Just needs some personal touches made.
What was disliked most about the website/forums:
Way too mnay categories and boards. Takes quite while to scroll down the index page. Also, the lack of evenly divided staff. Global Mods are all that seem to be on the forum; while packages, and review services are closed.
How could I get you (The Reviewer) to join my website?
For me? I'm done with promotion forums. I just don't know which ones to trust to stay open anymore, and hate that I waste my time and effort on them, when the admins decides to close them without warning. Maybe if I see alot of progress made to it, and some thinsg fixed up, I may check it out.
