I use adobe photoshop elements. My dad has CS3. What is better?

Photoshop Elements is really for editing Photographs, so for general graphics like Banners, Sigs and Avatars I'd recommend CS+ ~smile~

That is as long as your computer supports it. Most modern computers do although if you've got less than about a Gig of RAM and a decent processor then CS will be somewhat "laggy" ~wink~
