Well if you want to make one, check out the perfect domain;

Unless you're willing to put in a lot of work, don't bother. I own one with decent stats (44 members, 1.7 mil button views) and it's not something you can just let sit like people think. With it being of decent size and ranking extremely well with Google, spam bots attack constantly. Now that my blacklist has gotten bigger it's cooled down, but every now and then a wave of 10-20 will occur. Then you have the sites that drop out, and deleting their accounts. It's a pain to update your sitemap that often 😛
Overall, i'd say if you don't have a lot of time, just join one. I know http://www.voteforums.com/ looks like it can really do well long term, nice one to join. If you do decide to make one, you'll probably run this script http://www.aardvarktopsitesphp.com/ and you'll want a custom design. I've done a completely custom design for my main topsite, and i've converted a MyBB style to match one as well, so hit me up if you want a price 😛

They might, it completely depends on a number of things. Most people use a topsite to gain PR, to be listed as #1, or to get traffic. With a new topsite you offer them the chance to be #1 😛
If you buy your domain now and do some serious backlinking and building of links, it's possible you'd get a decent PageRank with the next update, then people would join for that as well.
The traffic would come from people clicking in from buttons, so there's no real way to "force" this without members.
So like I said, if you're not willing to put in the work, just join a few instead, much more rewarding. If you're willing to spend the money on the domain, the design, and willing to put in hours of building backlinks, then I can't wait to see what you can do 🙂
