Topsite problems..

My topsite keeps getting attacked by spam bots how can I fix it where spam bots don't keep adding there site.. I had to fix it now where I got to approve my members..

Are you referring to the foreign sites that sign up and them suddenly get thousands of hits without putting the banner on their site? If so check this out - http://www.jimwestergren.com/stop-the-topsites-spam/

When they sign up blacklist their url, username and IP address through the Admin area and if one does add their button to one of their pages then add the code from the above site in the .htaccess file and then add a new line into it to block the URL that all the hits are coming from and then a few weeks to couple of months later they will stop bombarding you with hits.

The way they cheat is they create a blank page and place hundreds or thousands of topsite voting banners on it and flood that page with hits. Even after you delete their account they still cause load on the server as they still load a php file and connect to the db each time to then notice the account has been deleted. The .htaccess file block will just give them a 403 error and stop them getting that far.
