First Impressions & Appearance - (Out of 20)
Man, that skin is like, totally unattractive. I hate to be rude, but dude, you have got to get a new skin. First off, the colors do not match. Red, white, and black? Seriously? It's way too contrasted. I find myself focusing on the red bars too much, and it's very distracting. The skin strives way too hard to be curvy and modern, but it really just doesn't pull it off. Also, your logo is sort of bland. I get the font having that "toxic" look, but there are no background images and the logo is very small. In some parts of the skin, things look too light, and in others too light. (Too light? The "Quote", "AIM", etc buttons. Too dark? The index, etc. My suggestion? Find a new skin. I did like a few little things though. For example, the offline/online button in the post corners were good. The navigation map looked nice and more fit together than other skins, but those don't outweigh the negatives.

Site Layout - (Out of 20)
I read through a few of the stickies and threads, and honestly, I'm still not quite sure what "Toxic City" is supposed to be. At first I thought you were a site for themes for things. But then you have a huge general discussion area. I'm still not sure the purpose of the forum right now, to be honest. The layout itself is well, OK, I guess. There are a few things though. Having a whole "Donators" board for all of two topics? That's overdoing it. That just makes you sound more desperate. Same thing with having a whole board dedicated to the rules. It just adds clutter. Remember, a cleaner index is a better one. Your site isn't THAT popular, you don't need all sorts of subforums, either. For example, couldn't Art Chat be one forum? You don't need 4 subforums to further subdivide it at this point in time. You're just going to have to take a look at each forum on your site and think to yourself, "Is this really necessary?" If not, get rid of it or merge it. You just really need simplification.

Statistics and Activity - (Out of 20)
You're been open 5 months. You really should be doing better than ~850 posts. I've seen a lot of forums reach 1K in a week. You have a fair amount of members, so if you could get them to post more, then you could really get some better stats. Again, this further justifies the need to simplify your layout. Things just look so bare. Try doing post exchanges, order packages, do whatever it takes to make your forum look active. Then maybe more members will join, and be active, and the cycle will continue.

Staff Moderation - (Out of 20)
You only have yourself as a staff member. That's appropriate for your size of forum. This is the one aspect where your forum shines. I really liked your professionalism around the forum. Your rule thread was especially well-written, the stickies were well-written, etc. You always seem happy to answer questions and are active. In fact, you're active right now as I write this. Keep up the good work.

Spelling/Grammar & Professionalism - (Out of 20)
I did notice errors in your board descriptions.
"Donate now to get more features" should be, "Donate now to get more features."
I'm not even real sure what "A must read and reply" is supposed to mean, so you'll have to fix that.
"This is where you get your questions answered" should be, "This is where you get your questions answered."
"Ask here for Themes related only" should be, "Ask here for Themes-related questions only."
"Post a progress of themes you are working on
Be sure to post previews" should be, "Post the progress of themes you are working on. Be sure to post previews."
"( painting, drawing, sculpture, design, and more-- talk about anything artsy here )" should be, "Painting, drawing, sculpture, design, and more - talk about anything artsy here."
Those aren't all of them, but they should give you an idea of what to look for.
