Yes Twitter is a best social networking website and generating huge traffic from them is a good and easy way through good promotions.
When I was still active with my website before I just gave up on it, I started advertising it on Twitter. Not too long after that I found a page that would retweet your tweets if you tagged them and followed them but I can't find it anymore. 🙁 It really helped get me traffic, though!
With the right hashtag strategy you can reach a lot of people even with a few followers. Forget popular hashtags that everyone uses. There is too much competition and too many tweets that get far more likes and retweets than yours, therefore being favored by the twitterfeed. Focus on less popular hashtags. Make a list with around 40-80 of them and tweet around 10 to 20 times per day using 3-4 of these hashtags.

In order to get traffic from twitter, your tweets need to reach a lot of people, this can happen in two ways, one when you have a huge following, and two, when you use promote option and promote your tweets.
