Step 1: Find forums/blogs/website which are currently growing (you can check through alexa). You can find those even around fp.
Step 2: Create a 1-3 month contact with a fixed discounted price. Example if they charge $5/month you negotiate for $12 for 3 months. Do this on 5+ sites.
Step 3: Create a ad management website which will allow people to pay you, then they get their own login name and password and then they can choose which ads to show in their ad banner manager along with view performance of their ads, how many clicks and views (there is a free script for that called phpadsnew you can download it here: http://sourceforge.net/projects/phpadsnew/).
Step 4: Advertise your ad network website which would list all sites where the ads will appear along with some convincing text.
