Number Of Members: (7/10)
You have 27 members on your forum, so in a week you got 27 members, this is not that bad. To get loads of members you need to advertise in any way you can and take full advantage of advertising services when ever you can.
Number Of Active Members: (2/10)
You only have about 6 active members out of all the members you have, one of the reasons some of your members are not active is because of the mess email you sent to all members asking them to post, because they had not done so, I consider email like that to be
worthless spam. Most of your active members are admin, founder and other staff, there are no normal active members that are not staff, Over staffing does not help you at all, it just shows that you wanted to get members you gave out jobs to gain active members. For a forum your size and with the amount of members you have you should only have an admin or two and that should be enough.
Number Of Posts (Spam or Otherwise): (3/10)
The amount of post on your forum is 426, you have about 160 of the post your staff and one or two members making up the rest, non of your normal members are posting, I think this is due to your forums and the forum its self, but I will talk about that in a bit.
Appearance (First Impressions): (4/10)
I do Like the skin you are using, it looks nice, but that logo is no good what so ever, and this logo alone would make me not want to join, you have to have a nice logo that goes will with your site, try getting a new one from the forum promotion graphics team.
Layout: (7/20)
There is nothing worse than a load of forums to start out with and hardly any post in each section, you need to make more use of subsection, I was going to post on your site when I joined, but I did not know where to start with hardly any good content to read.
Also what is your forum about, is it a promotion forum or a chat forum?
Moderation: (4/10)
As I have said already you have way to much staff and admins, I'm not going to comment on weather your forum are well moderated because all the post where made by your mods.
Activity:(3/10)
As I have already said your members are not very active at all, you would do well to follow all the advice provided in this review, and don't get lazy about it, if members don't think your bothered about your forum any more they will stop posting.

Well about each member has 5 posts. And we only have 5 our of 27 that are staff members.
And I've mostly have heard great comments about my logo looking awesome, your I think the only one who doesn't like it.
My forum is mostly based on forum chat, but the advertising is just like every other forum has.
