First Impressions & Appearance - (Out of 20)
First impression? Pretty good! I love that banner it looks really professional and it is clear. Not blurry at all. Text is a bit small throughout your site and should definitely be made a little bigger (if possible).
Kind of looks like you stole FP's background idea..But that's ok because they are in reverse. The first big thing that is a problem to me is that you have a LOT of inactive forums. I can't rate you high here because when I see a forum with this many inactive forums (many with 0 threads, 0 posts) I am discouraged about signing up.
Ah I just noticed something...Your banner rotates. Well I liked the one with that dog (or something like that) and the other creature. The one now:

Site Layout - (Out of 20)
Way too many forums.
All of the forums in "Mako RP Areas" should be combined. If you are not willing to do that then you should make a forum in another Category called Mako RP Areas and make all of the places a sub-forum of the Mako RP Areas forum. It would clean it up and would make the place look a little more active.
Oh god. You have a total of six forums in your first category. Your first category should have the following:
Announcements & Info
Feedback & Suggestions
Introductions & Farewells
Or something like that. And get rid of your trash bin! Make it hidden or at least put it at the very bottom of your forum!
And if you are going to have Rules/Information then you should make that a sub-forum of News/Announcements or just put it at the top of that category.
Put Sprite Source, and Pokedex in another category or in a new category. They shouldn't be placed with announcements, info, etc. They simply don't relate and don't belong there.
With so many forums and inactive ones your forum is cluttered, unprofessional, and it looks more inactive than it really is.

Statistics and Activity - (Out of 20)
I have pretty much already said this, but you really need some activity (not sure if you got the hint). I said it in Site Layout, but get rid of some forums or merge them together.
This will make it look more active. The more inactive forums you have, the more that category looks inactive. And the more categories that look inactive, the more your overall forum looks inactive. It's a general theory that kicks in when someone is deciding whether they should register or not.
Fun Extras. Yeah some are inactive, but at least most of them have some posts in them. They also look like forums that people could use all the time. The ones in Mako RP Areas look like forums that would only be posted in occasionally.
I would recommend doing some exchanges with people here or requesting a posting package!
Also, it doesn't look very good when your newest member is 'testing'. If you are going to make a testing account make it look like a genuine name like "Pokemon Lova" or something like that.

You're really pushing it on this one!
4 admins, 3 global moderators.
Your site is not very active so you could survive on one or two admins, and about two global moderators and two to three regular moderators.
However, they are doing there job as I don't see any spam, or inappropriate content!

Is there a certain pokemon that you would like to evolve? If so then you have came to the right place! This place is for if you'd like to evolve your pokemon using a certain item, or have enough happiness, etc..if it evolves normally by level then it will
automactially evolve when a staff member responds to your journey..rules inside.

You have way too many staff members and way too many inactive forums. Get some more activity and then you'll be fine with that many forums!

The first banner I saw was amazing. Too bad it changed and I can't link to the one I liked! However, try to make all the banners the same size..It will look better when they rotate.
