In all honest opinions it could be improved. I could possibly be a new colour as I personally think dark red burns eyes at a point but it is your decision not mine!

Maybe a new banner with some brush strokes around it. xP

A new "theme" as in graphic wise, or a new "theme" as in community wise?

I'd say your good to go on both, just need to find yourself some loyal members to help jumpstart the register-flooding of new members.

It is very boring for my liking. It looks too amateur. Try finding one that looks more professional and that is 'clean cut' looking.

It's just way too plain for me.
 
I will be working on this one for weeks if it is chosen. I also dont have the money right now, times are bad
 
Not sure I like the proposed theme. I suggest you look for other styles that are less plain.
 
Well I mean I am looking for something that is like general feeling and calming as it is the boards goal
