Useless Staff Members?

I've noticed on a few forums that I've joined in that past that some forum owners promote people to staff that are hardly active or don't do anything at all. I imagine that they do it because they're friends. But why not someone who is active and helps police the forum from abusive members?

Why is this done?
 
It could be that the "friends" are the most trustworthy, especially if they have the ban hammer. It's great to have staff who greet new members, make new threads, continue conversations and do moderation work, but that isn't going to always happen. Those who aren't active could be doing a lot behind the scenes that you can't see?

Exactly most forums don't promote people to moderator/admin/etc with abandon.
 
Seen many that mates and friends do together or in many cases that they have or need a person to help and that there friends just not up to the job and if you remove them they get pee'd off. Or if the Pwner gets inactive then others follow. At times just see one active staff on and others are not around.

If you or others have seen this happening or just a dead staff team then thought about joining and help?
 
I've seen this as well. I've also seen small forums have 5 or so on staff. I haven't had need of more staff on my forum. But if I did, I would pick someone I could trust, who had the same goals as me as to running my forum. I wouldn't necessarily pick a friend just because they were my friend.
