Every site has at-least one, someone who just outright disables JavaScript and expects things to work normally. Sometimes, this is to stop annoying ads, to stop trackers or simply because they really don't trust your scripts.

While this might not have mattered in the 2000s where JS was mainly sprinkled on to give a bit more functionality, these days sites are utterly reliant on JS and usually are built with JS first.

With JS, users can get dramatic speed improvements, additional functionality, etc.
A server on the other-hand can cut server load by a factor of ten or more, reduce the amount of bandwidth by a factor of ten or more, etc.

In short. Everyone wins. However, some people disable it which necessitates the need for JS fall backs, so that they can still use the site normally.
