Using software or services to create automated backlinks

Google's Webmaster Guidelines state that using automated programs or services to create links to your site can can negatively impact your site's ranking in search results. Do you think they are referring to Fiverr type services where you pay someone to backlink to your site?

Does Google allow you to let someone else create backlinks, so long as they are manually placed? What if the person uses software without your knowledge? Won't you be held responsible?

I dont think this is a good idea.
Most of the automated backlinks, will be spam...
So, watch out for google's panda....

Yes creating backlinks with softare not a great idea, just create backlinks manually, it will boost your search ranking or page rank as well!
