No, you would need to purchase a vB 4 license. If you look on vBulletins website, they have a different tab for each kind of license (vB5 & vB4).

If you have a VB5 licence you should be able to use it to download all previous versions of the VB software. Owing a VB4 licence doesn't allow you to use VB5, but owning a VB5 licence should allow you to use VB4.
