Buy a prepaid credit card in real life. You can get one at a drug store for like 10$ with 10$ on it, and it can verify your payapl. You don't need to be 18+ to get one.

I don't know why lots of people told you they don't exist or all of them are scammers. I have been using the service of entropay for more than a year without a single issue.
