If I had a forum that was big enough to have use of VIP groups here is how I would do it:
VIP:
A member who contributes great content frequently, is active and goes out of their way to help the forum; whether it be through advertising, suggesting new ideas or otherwise.
Retired:
Staffers who have retired after a long and glorious reign of staff-ship and still remain somewhat active on the boards.
Contributors: (personally I would never ask members to donate to the forum unless I was in dire need of money for server/hosting/whatever costs. So I wouldn't have this group)
Members who have donated X amount or more to help keep the forum alive and running.
