How's it out of order? If you apply for a team, get denied, then apply for a team you wanted to be on less then the first team you applied for, your going to vote for the one you wanted to actually be on. However, if your on the team you most want to be on, the top two exist together. Next, if you quit a team, and become a regular user, you'll most likely end up voting for that team as you experienced what they went for.
If you've never been on a team and just don't care, you'll probably end up voting for your friend's team. If you have no friends, you'll try to feel special by voting for the top ranking team currently. If you want to be different, and not go with the mass populace, you'll end up voting for the brightest color team (it doesn't have to be team color, it can be stupid trivial things about that team [i.e. name])
Last, since this is the internet, people generally tend to think everyone on the internet are lazy bums and that they don't actually contribute much. People don't pay attention to hard work by others keeping the net bearable, so if you somehow fail to fall in one of the first 6 categories, then you actually think which team you see working the hardest and make a vote based on how it actually should be.
