phpBB, it looks the best IMO and is very user friendly.

I've chosen Xenforo, Although about a month ago I was strongly against Xenforo but seeing as it's minimal and tends to have less to load, I like it for that reason. It's really between IPB and Xenforo for me, Although I still love vB (excluding the new version) but looks like many large well known communities have converted to Xenforo.

Well it's not friendly permission wise, but it's user friendly otherwise
I always get confused when I have to ban someone. It's easy to promote or demote someone, but I get headaches when I try ban members
