There are already tons of admin,promotion and general forums.

I voted Japan, because I don't see that one as often here. However, if you want to do a specific game, I wouldn't do Halo: Reach or COD:BO, as I know both have been done a long time ago.

I wouldn't recommend making a new forum on a single game.
Simply because, if, for example, you picked Halo Reach. In 6 months time, i know they'll be a new Halo advertised for release, and people will migrate from your forum, to a different one.
If anything, make a forum which includes all the things you love doing, which means you're motivated to keep it active becasue you love what you do, and others can benefit from your knowledge.

Just my 2 cents.

This is 100% true. You can't get people to make the decision for you, that's a way your forum will die out. Pick a topic you are interested in as Gimgak said.
